Solving Tragedy of Commons: Chai Edition

A clearly defined public statement is used to set social rules for governing a common resource. People are free to pour tea from a communal dispenser at a zero price.

Users and enforcers are constantly changing given free entry to the location. A social norm is used as governance and stated to all waiting in line. The benefit of breaking the rule, extra tea, is on average less than the cost of being publically scorned.
