Free life vests to use at a river location. 

Limited usage time by an individual makes, at the margin, life vest cost prohibitive. The life vest is unused more than it is used. Shared usage improves the efficiency of the vest. However, coordinating and enforcing shared usage is costly.

Placing vests in a communal repository with free access is used to solve both the costs to users on the margins and coordination costs.
